A technical glitch in Andhra Pradesh’s CARD PRIMME software application has hindered the registration of re-surveyed farm lands, creating issues at sub-registrar offices across the state and impacting the revenue collection for the state exchequer. The CARD PRIMME software, launched by the previous government in September 2023, was developed to streamline property-related services for citizens, including the registration of property sales, mortgages, gifts, leases, and release of rights. Users can even make payments through the online platform, simplifying the registration process for both agricultural and non-agricultural properties.
While authorities have been actively updating the software to address any emerging issues, recent complications have arisen around the registration of re-surveyed farm lands, which are assigned in specific parcels known as Land Parcel Maps. When individuals attempted to register re-surveyed land in parts, the software failed to update the details, disrupting the registration process for these specific parcels.
Sources within the land registration department reported that while the software works well for other types of registrations, including full re-surveyed farm lands, it encounters issues when these lands are divided for separate registrations. This has led to delays and affected the smooth functioning of sub-registrar offices.
A senior official from the registration department stated, “Our team has escalated the issue to the Chief Commissioner of Land Administration, as resolution requires action from their end.” In response, the AP Sub-Registrar’s Association met with the Commissioner of Registration and Stamps to request swift action to address these issues. They presented a representation, requesting both major and minor technical updates to ensure the software functions seamlessly.
As authorities work to resolve the issue, the government aims to restore efficient and uninterrupted property registration services, particularly for re-surveyed lands, minimizing the impact on revenue and ensuring smoother transactions for citizens.
