Filing for Andhra Pradesh Liquor Shop Licenses Begins, Amid New Excise Policy Changes

The process for filing applications to secure retail liquor shop licenses across Andhra Pradesh formally began on Tuesday. However, the real rush for applications is expected to start from Thursday, as Wednesday is a public holiday in observance of Mahatma Gandhi’s birthday.

The last date for submitting applications for 3,306 liquor shops is October 9, 2024. Each applicant is required to pay a non-refundable fee of ₹2 lakh, a significant increase from the ₹20,000 fee collected by the previous government. The state will also issue licenses for 12 premium liquor stores, with an additional fee of ₹5 lakh. Liquor shop allotments will be determined through a lottery system, with officials emphasizing that the process will remain free of political or bureaucratic influence.

In the Rayalaseema region, there are reports of YSR Congress Party-led groups forming strongholds in urban areas such as Kadapa, Pulivendula, Dharmavaram, and Kurnool. Leaders from other political parties, including Telugu Desam, BJP, and Jana Sena, are also reportedly forming syndicates to secure key locations for liquor shops.

According to the new excise policy, the retail excise tax (RET) will range from ₹50 lakh to ₹85 lakh annually, depending on the population of the area. The retailer’s margin will be set at 20% on various alcoholic beverages, including IMFL, beer, and wine. Premium liquor store licenses will be valid for five years, with an RET of ₹1 crore annually.

The Andhra Pradesh government also aims to simplify the tax structure, reducing the number of tax heads from 10 to six, while introducing a 2% cess dedicated to funding narcotics control and de-addiction measures. Despite some concerns raised by traders about the timeline for opening liquor shops—especially with the upcoming Dasara festival—preparations are underway to ensure a smooth transition under the new policy.
