YSR Congress Faces Setback in PAC Chairman Appointment Amid Lack of Opposition Status

The aftermath of the 2024 general elections has left the YSR Congress Party (YCP) grappling with significant political challenges in Andhra Pradesh. After being reduced to just 11 assembly seats, the party is unable to claim the status of the main opposition as per legislative norms, which mandate a minimum number of members for recognition. This situation has directly impacted the party’s ability to secure the prestigious position of Public Accounts Committee (PAC) Chairman in the state assembly.

The Numbers Game

In the 2019 elections, YCP achieved a sweeping victory and wielded significant power. However, the tides turned in 2024, leaving the party with a meager 11 seats. The required threshold for the main opposition status is beyond YCP’s reach, thus sidelining its bid for key legislative roles like the PAC chairmanship.

Reports suggest that Peddireddy Ramachandra Reddy, a senior YCP leader, filed his nomination for PAC Chairman but lacked the necessary numbers to succeed. As the PAC requires a coalition majority to elect its chair, the ruling alliance has gained an upper hand, potentially paving the way for Pulaparthi Anjaneyulu from Jana Sena Party to take the reins, reportedly backed by Deputy CM and Jana Sena leader Pawan Kalyan.

Court Plea for Opposition Status

The YCP has sought legal intervention, requesting opposition status based on its 40% vote share in the assembly. Despite this appeal, legislative rules currently prioritize numerical strength over vote percentage, leaving the party ineligible for opposition privileges.

PAC and Its Political Significance

The PAC Chairman is a critical position in the legislative framework, overseeing government expenditure and ensuring accountability. Between 2014-2019, Buggana Rajendranath Reddy served as PAC Chairman, followed by Payyavula Keshav during the 2019-2024 term. However, with YCP’s diminished strength, it seems unlikely they will retain this influential post in the 2024-2029 term.

A Double Blow for YCP

The loss of power in the state and the inability to secure the PAC Chairman position have dealt a significant blow to the YCP. As the party attempts to regroup, questions loom over its future strategy and ability to maintain its relevance in Andhra Pradesh’s political landscape.

While YCP leaders argue for recognition based on their substantial vote share, legislative norms and coalition dynamics seem to favor the ruling government and its allies for pivotal roles. The PAC Chairman position slipping away marks yet another setback for the party as it struggles to recover from the electoral defeat.
